Cultural exchange can promote the people-to-people bonds, exchanges and mutual learning, and win-win cooperation. In 2017, the General Office of the CPC Central Committee and the General Office of State Council printed and distributed Some Opinions on Strengthening and Improving Cultural Exchanges Between China and Foreign Countries, which required to reform the content, form and work mechanisms of cultural exchanges in various fields. To enable the cultural exchange to play the basic, guiding and efficient role in the pragmatic cooperation of the rail transit industry, especially to bring its superiority of college and university resource into full play, and the enterprises engaging in the rail transit business in China to participate in the construction and cultural exchange of “the Belt and Road”, the China Center for International People-to-People Exchange of the Ministry of Education and Zhengzhou Railway Vocational & Technical College decided to cooperate with each other and jointly established the Institute for Chinese-Foreign Cultural Exchange in the rail transit industry (hereinafter referred to as the Institute) in the principle of equality, mutual trust, complementary advantages and win-win cooperation.
